From my own observations on the way up, it seems to be more along the lines of a certain number of completed tasks, rather than every task up to a certain rank.

Short of it is that bronze shovel is completing all adoulin quests that existed as of 7/9/2013. If you want any more information, better to ask in a real thread, lol.
