A person can be agile, but not be fast in terms of velocity and speed

edit: because you move your body while being agile like in dancing, fighting, etc. It doesn't necessarily mean you run fast

how much sense does it make that it makes your character attack faster yet move slower?

@khidir ... Agility has the word "movement speed" in it. Cmon now.
