Along with other H2H+ items, such as the Belt with latent being /mnk and Faith Torque, a PUPs H2H will be way above a MNKs.

Highest recorded +h2h skill mod on these is +12.

With Faith Torque, merits, and Oberon's Sainti, PUP can get as high as 304 Hand-to-hand skill.

Best MNK can get is 299, but MNK can get it's hands on much more speed via haste, martial arts, and good -delay% mods. (Not that -delay on hand to hand weapons comes off of the TOTAL hand to hand delay, not just the delay dded by the weapon)
