From what I saw from some-one elses story, I think they only enforce it if someone actually calls a GM on you for having a website in your comment. If no-one ever GM's you, good chance you'll never be told not to remove it.
My LS had a problem with this as well. An infamous "player" has an ongoing vendetta against EpicLS for not accepting him and has gotten several ls members jailed for having our website in bazaar. A former GM in our LS said just to take it out. It's part of a zero tolerance policy as any website could have potentially malicious content I guess. I think I have to agree that they don't really enforce it unless someone reports you, but word to the wise: people have been jailed.
