Carnage Elegy is pretty much a MUST have for any Bard that intends to level past 59, since Elegy is the Bard's pulling song. Definitely worth the gil if you can't get the drop from BS/ISNMs. Would NOT recommend leveling past 59 without this song.
this is one song bard's should not be without. i went 1/1 on the coffer back when this was worth 10x the current price. 50% slow is amazing in what you can do with it, especially when it allows utsusemi ichi to go off without fail.

I've gotten this from 'Tough Nut to Crack' 2/4 times I've done it successfully. It's in a random pool with a lot of other scrolls, though, including Light Spirits Scroll and a few other BRD songs, so I don't know what to say about the drop rate really.
