don't disregard it yet, you don't know the % of how much it drops attack and even if its not much remember nin is an enfeebler as well so it's a welcomed addition.

lol 100k @Bismarck atm... should be really much less than NPC price.

I don't think drop rates will be too bad.
I see prices below 50k or less in the next month for all new spells.

They all can be bought from NPC's. And if you look on "old" spells that you can buy for ~100k from NPC and on AH they are like ~10k.

Just don't waste your money on new spells, cause ppl tend to set new items for ridiculously high prices
