Chances are quite likely this (and the other crafting materials introduced in the 4/29 patch) come from the Delve MegaBosses.

- Patch notes say crafting materials only drop from inner delve.

- No one has seen them drop yet, even killing a few minor NMs inside the veil.

- The materials look from the same mob family as the MegaBoss NMs.

Aren't these now buyable from the npc for plasm? If thats the case then 3m is pushing it.
