Assuming its 7% DW, (Matching the Steelflash/Bladeborn set) I doubt it would beat Brutal/Suppa combo still for most dual wielder's

All dual wield users should be sticking with this combo for a solo or low buff build during your TP phase. One example of a time to stick with brutal/suppa would be AAs with haste and marches. Dyna/salvage farming however stick with these.
