They don't actually scale like that for dmg or even the acc ones.
Magic DMG 1: 10% (NQ)
Magic DMG 2: 15% (HQ)
Magic DMG 3: 20%
Magic DMG 4: 25%
Magic DMG 5: 30%
Magic DMG 6: 35% (ToM)

So really there only x2.33% more dmg then a HQ staff.
