The proc rate on this katana isn't too bad, although it won't show unless it actually drains. I've seen it drain about 3~6, like Drain Samba I

easy to make with the Sakurafubuki katana needed in recipe from sparks + 1 steel ingot

Been using this for roughly 10 levels and I can verify that it does indeed only show when it drains HP. HP drained is between 4 and 9 on a hit.
