The Oak Pole (NQ) is used for the quest "I'll Take the Big Box" for NIN AF2. This may be why the HQ goes for a bit cheaper. Also, this is one of the weapons you can give your Adventuring Fellow. The +1 will not work for either of these quests.

If you need a bridge to start Scorpion Arrows this is a decent one if your not in a rush. They can slowly get you to 52-54 where you can use support to start the arrows since they are used for Adventuring Fellow upgrade.
