Handily outclasses the almighty Neckchopper due to the increase in base damage. Neckchopper's lower delay and accuracy+5 simply can't compete with how potent raising base damage is on low level weapons.
Works very well until Military Axe or Voulge. The added effect comes in handy vs. the Yuhtunga Madoragora you're most likely fighting during these levels anyway.
