Obtained From Puppetmaster Blues quest where you show that Auto in Bastok Markets who's the boss.

Easily defeated if you slam him with magic to turn into Mage form. Then just zurg him with tons of melee damage.

However the Hat really isn't that impressive, looks lice with the set, but probably the worst piece of PUP AF.
