He got rated down, I imagine, because the comment system is not for commissions, buying or selling, or offers to craft. The comment system is used for information on the item including NPC price, recipes, how to obtain (if it is not crafted) or quality of the item vs. other items. It's best to use your own profile or the bazaar/wanted sections to deal with commissions, as it clogs the comment section, and there are people on the other servers who just don't care, or need to know, that information.
