Another reason to like this in a QD set is to pair it with the +2 feet to get the set bonus.
If you have them, you won't want to give up AF/AF+1 hat (enhance QD/increase base damage) or Mirke Wardecors with QD recast augments. So you're limited to choosing from hands and legs to pair with the obviously incredible +2 feet for QD.
Some will say keeping MAB on legs is the way to go (Denali, Desultor, Nimue's), and use +2 hands/feet for QD even though hands do nothing at all for QD outside of affecting the set bonus. Not an unreasonable position to max out MAB for highest potential damage, but I'd personally rather use Schutzen Mittens on my hands and Nav+2 legs. M.Acc/AGI/bonus TP from the hands slot PLUS AGI/Store TP that help QD on my legs. To me that's well worth giving up a few MAB from the legs slot - especially if you're using QD under 100tp so the Schutzen TP bonus and Nav+2 Store TP help you get to WS sooner.
Currently I'm using the +1 version to shoot in to almost, i'm one piece short, make a 5-hit build with my bedlam+1. I know there is this whole argument about melee for tp and shooting for tp, but we're going to ignore that for now. From a shorters perspecitive, this piece is monumental for an easy 5 hit build. Allowing you to put more snapshot and ranged acc in other places.
Initially I saw this as a "meh" piece, but after coming to my senses I realized that this is one of the best (if not the best) leg piece to macro in for QD. Not only does it have the 8 AGI bonus, but the store TP +8 also greatly helps your tp gain when QD'ing with the new update. I guess the "meh" part is the DEX.
