As an update to Cerberus.Tidis' comment, the Fi Follet Cape +1 has 10% Fast Cast at R15, thereby giving you the 10% option for all of these jobs without having to make Ambuscade capes for them.

PSA: If you're looking to maximise FC, you can get 10% on an Ambuscade Cape.

Of course having a utility FC cape can be useful, even if it's only 4%, the question being, are you going to make FC Ambuscade Capes for all your jobs that need them?

Fi Follet Cape +1 has 8% FC at R11, which only needs 6 stacks of hides instead of 12 if you want most of the bang for 1/2 the gil.
