Players have always had the ability do ***with what is available. There is certainly some limits to that but not as many as some people seem to believe.
From what I've seen lately, most (who shout) don't have that drive to do it less that optimal, which I understand. If you can fill a party with an "elitist shout' then you get the event done easier, faster and all that other good ***.
I'm more or less anti-social nowadays and I enjoy doing events with friends, working with what we've got. I'm okay with a wipe and job change/re-plan.
After saying sat, this game has always had an elitist mentality when it comes to end-game and now EVERYTHING is endgame. So...

I gave very clear and specific examples keeping the history of the game in mind. If the game was truly a vertical progression the idea of a REMA would've died off long ago. Again, look at Final Fantasy XIV as a comparison of what a vertical progression is and compare it to Final Fantasy XI.
I corrected the original absolute statement. I left minimal room for back pedaling. The fact that you can 1-99 with just trusts and then everything becomes entirely gear based is like saying that because the tutorial was one way, the rest of the game is just as simple.
You really didn't though. You gave a much more narrow definition of vertical. You are confusing me with Saevel there. I never brought up pre 99. But since you bring up tutorial... RoE has a tutorial that explicitly guides you thru ever increasing ilvl content getting you better gear and better equipped to handle new stuff. Lower ilvl gives way to higher ilvl. Even old 119 ilvl largely gives way in time to newer ilvl content/gear. Part of the reason people aren't as willing to invest the time/resources in small horizontal gear progression that they once did is the very real fear that outside of unique stats and accessory slots the next update will blow that completely out of the water.
tl;dr there are significant elements of both. For ever general sign of horizontal progression I can list a vertical. For every old piece of still relevant gear I can find dozens from just post soa that are useless now but were once useful. It's now a few things largely Ambuscade let's you skip a large portion of the more vertical part of the gear progression. Which is kind of sad when some of that content still has a few niche pieces but not the volume of people to really support it despite a lot of it now being soloable

I'm not a fan of smn, but some people simply aren't geared for some endgame and if your ls has a few good smn, go AC burn that ***and keep marching forward
