Yeah, it would seem to not make sense, but it does. If, for example, votes are first reported from major population centers that tend to skew Democrat and said candidate hasn't made up enough ground to overcome the expected votes from rural areas, they will often declare the Republican the winner at that point. That's just one example of why they would call the person who's "losing" a state the winner.
