How Does Optic Fiber Work Exactly?

Sorry if this has been asked/answered but I couldn't find a simple explanation on Optic Fiber. PUP noob here so don't mine me...

How does it work? Does it enhance EVERY attachment? The wiki says it only enhances certain attachments while other guides say it boosts them all.

Also, do you need to have light maneuvers up to get the boost from it or does it enhance them all without needing light maneuvers at all?

I thought this was about real fiber optics. I would going to say light lots and lots of light.

Optic Fiber enhances other attachments by 10/20/30/40% based on the number of light maneuvers. Notice I put four numbers? That's because with no maneuvers Optic Fiber still gives you a 10% boost.

As for what attachments it works with... Basically anything with hard numbers seems to work. If something gives a percentage or a whole number increase to something, Optic Fiber works. This means that the VAST majority of attachements DO work with Optic Fiber, but there are a handful that do not.

Unrelated, but it's actually almost impossible to tell if they work with Attuner and Target Marker. I'm 95% certain they don't work, but I haven't been in a situation to REALLY test it.
