Facebook? Not necessarily. The internet itself is the most obvious barrier, but libraries have publicly available internet. So, someone who didn't pay taxes (no income, tourist, whatever) using one of those would be getting it completely for free.

It's a resounding no on equal opportunity. Being born in a shitty neighborhood and having to attend an underfunded public school is already a huge minus before you can think for yourself. Parents also qualify. As does your ability to access extracurricular activities which are fundamental to developing hobbies that could become marketable talents.
It'd be a hard argument to make that future generations are going to be better off than the last two.

The First few times. Every library I know of requires you to get a library card to use the computers. Costs 2-3 bucks for the card.

Not all libraries are funded by taxes.
In some places a photo ID will suffice, and thanks to the waste of time that voter-ID laws are, in some places you can get those for free (they should be anyway if they're a requirement to vote).
