Voidwatch Atmacite Haste

I have a question about haste from atmacites such as valiant and latitude. What type of haste is it? Spell? Gear? JA?

If it is spell haste when would one start to swap out gear haste for other gear? When one has haste + double march? Or when one is under the influence of less haste?

Any clarification would be very appreciated.

(This would be for DRK under the influence of last resort as well)
