I think only way to do it is to make a mule on that server, befriend then delete that mule ^^. I havent heard of other ways.
I think you can do it from the POL viewer by searching their email address or character name or something >.>
You'd think that if RMT can do it then there'd be a legitimate way of doing it too.

1. Click friend search, little magnifying glass up the top right
2. Click the right arrow next to "Index Search" up the top of the search window until it says "FINAL FANTASY XI"
3. Type in character name and world name
4. Click the name in the results list
5. Click "Friend Registration"
6. Click "Send"
7. ???
8. PROFIT!

I just tried that, it found Elphame on Remora, but not on Gilgamesh <_<
