It's because they have a commission policy that involves the number of reserved games they get on a given pay period. When it's your livelihood you'll try your hardest to get that commission.
That's a bit inaccurate, Game stop employees don't work for commission at all. They are just required to shove 13 different things down every customer's throat in order to keep their jobs. If you don't get enough reserves / power-up memberships / whatever else corporate thinks is important that season, you get written up and eventually fired for "being unable to meet and perform as required as an employee of Game Stop".
