We actually have given back alot... but honestly I doubt we will ever "give up" guam.

It's our farthest "home port" in the pacific by alot so kinda has some strategic value.

Plus our government pumps more money into it than we get out from taxes or whatever so really the people don't really want so called autonomy especially since they kinda do what they want anyways. And they make even more money from the all the military people stationed there. Hell the rent of alot of places there is often based on current housing allowances (unless you look local lol)

Generally the bases we have in other countries are concessions they make to us and we often pay for it and have higher restrictions there. Plus you always get dumb speeches about behaving yourself when you go out because some dumb marine raped some jp girl and now the government wants to shutdown the base
