They take no skill to make so even your most sucky players have access to them--assuming they have enough bodies to toss at it. ;; Plus not everyone reads forums/wikis. It's pretty evident when you see a NIN in 2011 wearing a Denali Bonnet. Happened today. :(

Yeah. It's kinda depressing/irritating. Not to say shitty players couldn't get good gear before, but it was harder. At least for stuff like Salvage gear.
