Yeah I've had that happen with ifrit plenty of times :/ so annoying (and I get bitched at lol)

It also moves when using the long range aoe so the offtank grabbing the adds can get hit by piercing laser too :| + whatever the adds throw out

one thing I learned on Ifrit/Titan, is to not stop moving until the plumes do go off
since you have to fight with latency on top of the lag.
