Nope. I don't actually know what post you're talking about. This is the result of some built-up-over-time frustrations with the rules as they are presently worded. Everything is too flowery and verbose, which leads to misinterpretations and rules-lawyering. Honestly, our rules aren't that complicated, so the official list of them should reflect that.
Simpler and easier to parse rules protect users (so they know what's forbidden) and moderators (so they know what to enforce and can point to plain-English descriptions of bad behavior).
So like, if theres a player going around doing bad things and hopping servers changing names and doing the bad things to other people in an endless cycle how will we know to watch out for someone without a description or warning?
Player warnings have been against the rules basically forever. This isn't a new change.

I specifically avoided using "PII" because it has real-world meaning. That rule is just a copy of the old one, more or less, and makes its point. RL pictures are actually a concern (certainly have been in the past) so that part would have to stay in any case.
Would you classify this re-write as 'lowering rules that are too damn high'?
