The enchantment "Cool Breeze" appears to grant a "Gale Spikes" effect for 3 minutes, during which "Enemies that attack you take wind damage."

I tested it on Drachenlizards (taking hits for about 100 damage) and the spikes activated on every hit, dealing 0-1 damage.

I haven't tested the additional effect.

Basically another TP Paddle for BLU to get enemy TP up so they will use their moves. Battledore used to be what some would use for this (although there are tons of low dmg low delay weapons, these days, from events).
