According to tests with the Lance.

The latent is activated by storing "WS points"

Every 13 Normal Weaponskills you use gives you 1 "Charge" For the Relic WS.

Also, the Trial Idea was a no-go from the start, so far as i could remember they would have to be on the same trial for that to work, at least thats how i read it about the Relic Trials =(
