Significantly better than Goetia +1/2 (assuming you swap this in after you start casting and don't need the extra skill/ M.acc -- you shouldn't). RDMs have a better option in their +2 headpiece and SCH could seriously use this upgrade anytime they're not using Ebullience. I don't think it's been found, but more than likely dropped from an NM in the revamped Dyanmis - Windurst.
