My group and I just finished getting our earrings. I can say for a fact that...
Latent: Regain +1 = 1 TP/tic with weapon drawn.
Latent: Refresh +1 = 1 MP/tic with weapon NOT drawn.
Oh, almost forgot to mention that it doesn't drain any HP/MP for the Regain effect nor HP/TP for the Refresh effect. Just do what I mentioned above to trigger latent!
If you're using Fudo, Torcleaver or virtually any other "Damage Varies with TP" Weapon skill, you'd be hard pressed to find an earring half as good, assuming you augment the TP bonus onto this.
The Latent Effect: Regain works as long as your weapon is drawn. That includes downtime from paralyze, bind, sleep and what have you, as well as when you have your weapon drawn, but are outside agro or AoE radius.
Idk why no one else has tried out the "Occ boosts dmg based on tp" it rocks. so far from my testing it seems to do double damage at 300% and procs a decent amount of time. needs some more testing. granted i have ukon 90. but i hit for a noncrit 1380dmg, on dolls in altept. was from war set, earring and AM procing togather, and have seen other hits like it, the nicest part of it is hitting those 2.5k-3k crits way more often. Still cant tell if it procs on weapon skills,more testing needed. So even for the lower damaging jobs this earring could be nice augged like this at 300% effectivly giving anyone a double dmg shot.
