I already have Adelheid from RoE tutorials like has been suggested, but what NPC is she supposed to be available from via Allied Notes? I thought it was traditionally Shenni/Shixo/Shuvo that WotG Trusts were purchased from during these events, but I can't seem to find any of those 3 NPCs. Despite already having Adelheid, I wanted to see if any more unlisted Trusts might be available from that particular vendor....I just don't know what vendor to look for.
It's the normal campaign NPC near the city gates, where you pick up Sigil. I only checked the NPC in Windurst, but all I saw was Adelheid for sale.

Hey Skar, it's under "Common items (all ranks)" (the menu item where you'd normally buy Warp Scrolls, etc. but it's on the second page, I think.)

For some reason Rahal wasn't showing up in Sandy, yet when I went to Bastok he was on the list.
The decoding part is prolly in reference to there were additional trusts available not listed in the update notes.

No to mention at the time of my post, he didn't have the values in the OP. I was just sharing the information so he could update the OP and save others time. I had to make two trips to convert vouchers for points cause I didn't look up how much they cost each.
