We will be implementing Delve in the end of April version update.
This content will allow you to obtain equipment and enhance them without having to fully complete the content (e.g. defeating the boss), so there is a wide range in the content level (*) between the beginning and the boss.
Give it a shot, and if you feel it's kind of tough, defeat the Delve NMs, obtain the equipment you can get from points and then enhance them. Or try to get the rewards from Skirmish and the equipment that can be bought with Bayld.
Also, in regards to the content level for the Skirmish content which has already been implemented, it is on par with that of the new Salvage and Nyzul Isle Uncharted Investigation, as well as the equipment you can receive through Bayld.
If this also feels a bit too tough for you, try your best to obtain gear from the new Salvage content and through reives. Once you've procured equipment from these, it should feel much easier than when you began to do the new Salvage content.
This new content is being released in a state that has been adjusted for the top players, but we plan on making adjustments to this content for players challenging it afterwards once we implement newer end-game content.
Also, in regards to the content level, the development team is currently trying to zero in on the precision through trial and error, so I would like to continue to post explanations on this.

I kind of like SE's response.
'Oh, you are finding new content pretty tough? That's nice, maybe you should just get better?'
Lot's of people complained that Abyssea was too easy and wanted a challenge. Personally I like the idea of areas where I can solo a mob if it aggro's but 2 pretty much equal death. (On Sam though, hardly solo job of the year)

It's neat you like it. I don't. When you say "delve," 99% of the time you are using it as a verb.
How many synonyms for "delve" (noun) can you come up with without consulting another source? (rhetorical)
Usage of "delve" as a noun is as rare as a kraken club.

Guys this is SE, stop and thing about it for a moment. What their saying is the gear from the beginning / middle will be complete crap and downgrades from everything we're using now. The only rewards worth while will come from the mega boss's at the end which will be designed to pre-pre-pre-nerf Legion level. After realizing this players will resort to NNI / Legion level strategies and call it a day.
Remember these are the same people who went on record saying that they believed is as ok to design content that wasn't meant to be beaten.

Matsui stated he wanted to do sliding-scale content from the beginning of his tenure. The good players will obtain the best, the others will shoot for the best and get something inbetween. Everyone gets to do the content and so long as it isn't NNI levels of luck it'll sort itself out or descend into rampant cheating. Whichever comes first.
Skirmish has weapons that rival current standards for a cost that largely boils down to getting lucky with horrible methods of statue acquisition and Naakuals seem to be rewarding amidst their logistical nightmare. So far on the surface SoA is rewarding but whats really holding it up is a lack of incentive for LS play and Reives being the centerpiece of the expansion.
I appreciate that Skirmish parts come from various content but the selections suck.

In any other MMO I would believe this. This is FFXI, "skill" is really just building your macros right and reading on a forum. That's why SE loves to create fake difficulty through RNG or cheap content. Legion was supposed to be "skill based content" and look how that turned out.

There are like 10+ of every level I skirmish part on the AH right now and seeing as you can use the shards you obtain in Skirmish to buy higher level Skirmish entry . . I don't see Skirmish remaining difficult to enter.

but aren't some of those weapons better than mythics (like smn staff), or relics (like dagger, Gsword)? I would say that's a pretty sick cost:reward ratio considering the alternatives.
