A new "Weapon Skill" category will be added to the merit point menu.
Maximum total value: 15
Upgrade levels: 5
Merit points needed for each upgrade: 10/15/20/25/30
To unlock these merit point weapon skills and the corresponding menu, players must first complete a quest offered by the Nomad Moogle NPC in Ru'Lude Gardens.
*To undertake this quest, the player's main job must be level 96 or higher.
*On the test server, the merit point weapon skill menu will be accessible from the start, with no need to complete the aforementioned quest.
Each individual weapon skill may be learned by assigning at least one merit point to it.
Additional merit points allocated to a particular skill will incrementally enhance its power.
The following conditions must be met to use a skill after learning it:
The PC's main job must be eligible for the skill in question (see chart below).
Job level must be 96 or higher.
The corresponding weapon skill attribute must be 357 or higher.
H2H: Shijin Spiral Five-Hit WS, Additional Effect: Plague. TP mods chance of Plague.
Dagger: Exenterator Four-Hit WS, Additional Effect: Accuracy Down. Duration of effect varies with TP.
Sword: Requiescat Five-Hit WS, Non-elemental damage. TP mods Attack (Not sure what it means by this)
Great Sword: Resolution Five-Hit WS, Damage varies with TP.
Axe: Ruinator Four-Hit WS, Accuracy varies with TP.
Great Axe: Upheaval Four-Hit WS, Damage varies with TP.
Scythe: Entropy Four-Hit WS, restores MP based on damage dealt. Damage varies with TP.
Polearm: Stardiver Four-Hit WS, lowers enemy critical hit evasion. Damage varies with TP.
Katana: Blade: Shun Five-Hit WS. TP mods Attack (Same characters as sword)
Great Katana: Tachi: Shoha Two-Hit WS. Damage varies with TP.
Club: Realmrazer Seven-Hit WS. Accuracy varies with TP.
Staff: Shattersoul Four-Hit WS. Lowers enemy magic defense. Chance of effect varies with TP.
Bow: Apex Arrow Triple Damage that ignores defense. Amount ignored varies with TP.
Marksmanship: Last Stand 1-2 Hits, based on ammo remaining. Damage varies with TP.
EDIT: In a Perusal of the JP wiki I've found out the descriptions for the new Sword and Katana WS TP mods have only ever been used before for Iron Tempest and Sturmwind in the JP version. It's exactly what it says on the tin: your attack is modded instead of your F.T.P. In the English version of the game, this distinction is not made and it simply says "Damage varies with TP" for those two weapon skills. It seems that they're taking into consideration that PLD and NIN may have hard times against enemies with high defense and thus made TP mod attack this time instead of F.T.P.
Asked Camate about the video and other ws's and when they will be introduced exactly (for an official response since it hasn't been translated yet by the dev team) and this is what he said:

I am back from a nice Thanksgiving break where I ate way too much, and I have some goodies for you all!
I have a couple of images of some of the new weapon skills that will be implemented. They look pretty impressive if I do say so myself Once all the testing has been finalized, we’ll be putting them onto the test server for you all to try out.

Either way youll start off with 20merits, so youll only need 5merits extra to get your 2nd tier done(provided you dont need to waste your merits to start the quest, but its SE and very much expected to happen like that...)
I'm already playing out scenarios of which 3 I want to take to the highest tier. I have a feeling the dagger WS is going to suck. If it does, I'll do archery (for SAM lol), GK, and marksmanship.
Which ones do you guys think you'll do based on your jobs?
I hate to sound bitchy, but merit points? Really, SE? Couldn't you at least TRY to mask the fact that it's going to be a grind? And of course, since it's merit-based, that means you can never have all of them without gimping yourself. Wonderful.
Enough complaining, though. I hope they release a video of all of them like they did the Empyrean weapon skills. I like my eye candy, and post-2005 weapon skills generally do not fail to disappoint in that regard. Looking forward to finding out if any of them will knock old skills out of the race for best weapon skill, as well.

That video actually was released earlier today and was posted in the weapon skill thread (I did see SE release a twitter about it though, probably where you two got that info from). 20k+ views should of given it away but fitting for this topic anyways!

Why so Mithra's get all the back flipping on WS, I wanna see a black flipping Glaka!
Because, they if a Galka slipped and messed up it would leave an irreparable crater in the land and SE would have to do an emergency maintenance to remake the zone.
I hope that afterglow means that "aftermath" is affected by these new WS as well as the "old" WS. And we will be able to choose the correct WS for the job/situation rather than be tied to an inferior WS on a superior weapon.
