This has not much do do with conspiration theoroy.
Haarp stations exist all around the world there are pictures and info all around the web. USA has them Russia has them, Europe has them.
Well what they used for is the question.
Technically its pretty simple to provoke a quake.
You use the Haarp antennas to shoot long wave frequence against the ionosphere, to make them reflect and focus at a point on the earth or under the surface like in 10km where there is water that is allready under high pressure. So it only take a very low energy level to make the water steam and expand to provoke a quake.
My english laks so i try to find some english stuff about it know.
I just share some information and ask question. Is it War or is it coincidence i dont know.

Um a machine that is used for research being accused of causing earthquakes is very much a conspiracy theory... which is why I ask is there a single credible source on all the conspiracy theories on them being able to be used as weapons

Do you know EVERYTHING there is to know? that'd be the only way to know that this is "Just.....no." hmmm are we forgetting about Nikola Tesla? research this man out of time, turbo genius that lit the world before we discount this theory out of hand. He said that he could literally cleave the world in two, this was the better part of a century ago. The military-industrial complex took all of Tesla's materials after his death in 1943 and I am more than sure that they continued this line of research. The reason he died penniless, was because he was not looking for money but free humanity from the energy monopolies of the world.

How would you proof that? Radar waves are invisible. Theres only indicis.
But i have no doubt that Radio waves can be used in that way.
I dont say its been done or that the quake in Japan was an offensive act by another country, but there are some weird coincidnces wich raise questions.
I as well heard a rumor that the ozon hole was shooten into space sphere by haarp. True or not i dont know. Possible ? most likely.

Having looked into HAARP, I'd say the only thing I'd give credit to what it could do (and that's really a stretch) is cause rain/cause drought.

Mass die offs happen all the time, and have since way before we had any real technology. As for the recent surge in tectonic activity (if there even is one) I don't know what would cause it, but I can say with confidence it has nothing to do with HAARP.
